Requires a Notice of Compliance Form signed by buyers and sellers of used manufactured homes built after June 14, 1976, specifying which party is responsible for making corrections related to electrical, heating, safety, and structural requirements before sale.

Allows alternative frost-free design slabs for new or used manufactured homes to be submitted to local building officials, third-party inspectors, or the department for approval within ten days if stamped by a licensed professional engineer or architect.

Permits used manufactured homes reinstalled more than 24 months after first purchase to use above frost-line foundations without frost protection if proper notice is given to the purchaser in the purchase agreement.

Authorizes municipalities that have adopted the State Building Code to provide inspection and plan review services in noncode areas of the state, rather than limiting inspections exclusively to the commissioner.

Establishes that inspection fees in non-code areas must equal fees charged in State Building Code areas, and allows third-party vendors to charge their standard rates for inspections.
