Expands the crime of fleeing a peace officer to include harm caused not only during the initial motor vehicle flight but also by "other means" used subsequently after fleeing by vehicle.

Establishes three sentencing tiers for fleeing a peace officer that results in death or bodily injury: death results in up to 40 years imprisonment or $80,000 fine; great bodily harm results in up to 7 years imprisonment or $14,000 fine; substantial bodily harm results in up to 5 years imprisonment or $10,000 fine.

Applies to crimes committed on or after August 1, 2011.
