Proposes an amendment to the Minnesota Constitution, Article XIII, Section 1, to include early childhood education for children through age five as a state responsibility.

Amends the constitutional duty of the legislature to add "provide for the education of young children through age five" alongside the existing requirement to establish a general and uniform system of public schools.

Requires the legislature to make provisions by taxation or otherwise to secure "early childhood development and education" in addition to a thorough and efficient public school system.

Mandates submission of the proposed amendment to voters at the 2011 general election with the question: "Shall the Minnesota Constitution be amended to require the state to provide for early childhood education?"
