Expands the postsecondary enrollment options program to allow 9th and 10th grade students (freshmen and sophomores) to enroll in college courses, in addition to the existing 11th and 12th grade eligibility.

Limits 9th and 10th grade enrollment to courses offered under subdivision 10 and only after all 11th and 12th grade students have applied for the course and additional students are needed to offer it.

Establishes enrollment time limits based on grade of first enrollment: 9th graders limited to 4 academic years, 10th graders to 3 academic years, 11th graders to 2 academic years, and 12th graders to 1 academic year of postsecondary coursework for secondary credit.

Requires districts to provide program information to students in grades 8, 9, 10, and 11 by March 1 each year (expanded from grades 10 and 11).

Applies to students enrolled in public schools, nonpublic schools, home schools, and American Indian-controlled tribal contract schools, with the same registration requirements as existing alternative pupils.
