Amends safe schools levy to remove requirement that districts set aside at least $3 per adjusted marginal cost pupil unit for licensed school counselors, nurses, social workers, psychologists, and chemical dependency counselors.

Prohibits school districts and charter schools from increasing employee salaries or wages in any form from the effective date through June 30, 2013, including step increases, cost-of-living adjustments, and lump-sum payments, with exceptions for promotions to positions with greater job responsibilities.

Allows salary increases only if required by existing contracts or collective bargaining agreements in effect before the bill's effective date; prohibits new contracts with prohibited salary increases and voids salary increase provisions in future contracts scheduled to take effect after enactment.

Prevents employees from legally striking over salary disputes and prohibits interest arbitration over salary increases prohibited by this section.

Repeals Minnesota Statutes sections 122A.61 and 123B.05 effective July 1, 2011.
