Expands driver's license reinstatement diversion pilot program to allow counties in addition to eligible cities (Duluth, St. Paul, South St. Paul, West St. Paul, and Inver Grove Heights) to participate, with commissioner approval for other jurisdictions.

Allows prosecutors to divert individuals charged with driving after revocation or suspension if they have not yet entered a plea, based on criminal history, evidence strength, and ability to comply with program requirements.

Requires participants to complete educational classes, pay reinstatement fees and surcharges, comply with traffic laws, maintain vehicle insurance, and pay a program participation fee after satisfying other financial obligations.

Extends program deadline for accepting new participants from June 30, 2011 to June 30, 2013, and extends fee collection period from December 31, 2012 to December 31, 2014.

Requires report to legislative committees by February 1, 2013 on program results including recidivism rates, fee collection, educational support, and participant numbers.
