Updates Minnesota school bus construction and design standards to reference the 2010 edition of the National School Transportation Specifications and Procedures instead of the 2005 edition.

Changes the applicability date for new standards from December 31, 2007 to December 31, 2012 for school buses manufactured after that date.

Requires all school buses manufactured after January 1, 2013 to be equipped with a crossing control arm at the right front corner that activates automatically when flashing red signals are in use.

Mandates auxiliary fans (minimum six inches in diameter with protective cages) for school buses manufactured on or after December 31, 2012, with specific placement and control requirements.

Establishes specifications for video/mobile surveillance camera systems on buses manufactured or retrofitted after December 31, 2012, including size, placement, and edge safety requirements.
