Requires a 12 percent reduction in executive branch full-time equivalent employees and associated costs by June 30, 2013, and 15 percent reduction by June 30, 2015, compared to January 1, 2011 levels.

Permits appointing authorities to achieve reductions through attrition, hiring freeze, early retirement incentives, benefit restructuring, furloughs, and layoffs.

Authorizes two early retirement incentive programs: pension incentive granting one additional month of service credit per year of service, and insurance incentive under terms from Laws 2010, chapter 337, with appointing authorities paying pension plans the present value of additional service credits within one year.

Prohibits filling positions vacated through early retirement with outside hires and bars employees who accept early retirement from reemployment or consulting contracts with the state for five years.

Directs savings from the reduction program to cancel back to the fund where savings occurred, and excludes Minnesota State Colleges and Universities and elected officials from these requirements.
