Commissioner of Administration must contract for a benchmark study on efficiency and effectiveness of accounting, finance, procurement, and human resources/payroll functions, completed by November 1, 2012.

Benchmark report must compare state performance to peer groups and world-class organizations, quantify performance gaps, identify hidden costs, and evaluate in-house, co-source, and outsourced service models.

Commissioner must submit implementation plan by January 15, 2013, detailing how to implement identified improvement initiatives during the current and future bienniums, including any required draft legislation.

Commissioner of Administration may transfer general fund appropriations from agencies achieving savings to the Department of Administration, not exceeding the cost of the benchmark study contract.

Legislative Coordinating Commission may request inclusion of senate, house, and commission systems in the benchmarking study, with costs paid by the commission in cooperation with the legislature.
