Changes the deadline for public employers and teacher representatives to sign collective bargaining agreements from January 15 of even-numbered years to October 15 of odd-numbered years.

Requires state aid to be reduced and reallocated to compliant school districts if a collective bargaining agreement is not signed by the deadline, unless the parties submit unresolved items to interest arbitration by September 30 of odd-numbered years and file final positions by October 15.

Requires the arbitration panel to issue its decision within 60 days after final positions are filed to avoid the state aid penalty.

Changes how reduced state aid is handled by directing it to be reallocated to school districts with signed agreements rather than returned to the general fund.

Effective July 1, 2011, and applies to all collective bargaining agreements ratified or modified after that date.
