Changes teacher collective bargaining agreement deadline negotiations from mandatory ("must") to permissive ("may") for public employers and teacher representatives.

Removes the January 15 deadline in even-numbered years for signing collective bargaining agreements and eliminates state aid penalties for missed deadlines.

Establishes new negotiation process requiring agreements to be reached and signed only during the three-month period in odd-numbered years when school is not in session.

Implements binding arbitration by the bureau of mediation services if no agreement is reached during the designated three-month period, with arbitrator selecting from final-offer total packages submitted by both parties.

Effective July 1, 2011, applying to all collective bargaining agreements ratified or modified after that date; repeals former provisions on contract deadlines and state aid penalties.
