Allows harassment restraining order petitions to be filed in the county where either party resides or where the alleged harassment occurred, eliminating residency requirements for petitioners.

Expands filing fee waivers to include petitions alleging acts that would constitute violations of Minnesota Statutes 609.749, subdivisions 3, 4, or 5, or sections 609.342 to 609.3451.

Requires court administrators and county sheriffs to perform service of process duties without charge to the petitioner when applicable.

Permits courts to direct respondents to pay the petitioner's filing fees and reasonable service costs if the respondent has the ability to pay.
