Allows motor vehicle registration renewal for lessors with leased/rented vehicles (not more than 28 days) to occur for periods of four or more months with applicant-designated expiration months, effective August 1, 2011.

Requires subsequent registration periods for non-lessors to be for 12 months commencing from the last month registration was issued.

Reduces the minimum number of new motor vehicle dealers under common management required for centralized record keeping from three to two or more dealers.

Permits two or more affiliated dealers to apply to the department for permission to maintain records at a single location within Minnesota, not further than 25 miles from any affiliated dealer's established place of business.

Requires the department to consent to centralized record-keeping applications unless it provides a reasonable basis for denial, with records remaining open to inspection by department representatives or peace officers during reasonable business hours.
