Removes expedited rulemaking requirements under section 14.389 for state-aid highway construction rules for counties and cities, instead making rules subject to standard chapter 14 procedures.

Establishes that advisory committees for county and city highway rulemaking do not expire, notwithstanding standard sunset provisions in section 15.059.

Exempts rules adopted under sections 162.02, 162.07, 162.09, and 162.13 from chapter 14 rulemaking provisions, making them subject only to section 14.386 with continued effect until repealed or superseded.

Clarifies that permit fee revenue from overdimension motor vehicles (described in section 169.8261) deposited to the bridge inspection and signing account is allocated through a new subdivision 5a, eliminating previous fiscal year-specific deposit provisions.

Requires commissioners of transportation, natural resources, and the Pollution Control Agency to report recommendations by January 15, 2013, on establishing a single point of issuance system for water permits related to transportation projects, including timelines and resource allocation strategies.
