Requires the Minnesota State High School League to amend its transfer rule to allow students who transfer due to changed family economic circumstances or to pursue a specific learning opportunity to be immediately and fully eligible for varsity sports.

Provides that students with disabilities who transfer to pursue a specific learning opportunity are immediately and fully eligible for varsity sports, regardless of whether the parent or district initiated the transfer.

Mandates the league establish and publish specific substantive requirements and timelines for appeals so that parents or students receive a final board decision on eligibility appeals before the start of the applicable sports season, including fall sports.

Requires the league's eligibility committee to include members representing nonpublic schools that participate in league-sponsored competition.

Effective for the 2011-2012 school year and later.
