Allows fee owners to apply to district court for discharge of a portion (not just the entire easement) of an easement acquired by condemnation when it is not being used for its original purpose.

Requires a five-year waiting period before an application to discharge a portion of an easement may be filed.

Excludes easements acquired by public service corporations for high-voltage transmission lines of 100 kilovolts or more and natural gas, petroleum, or petroleum products pipelines from discharge provisions.

Provides a special exception for Douglas County allowing the underlying fee owner to discharge portions of a highway easement not subject to a Department of Transportation limited use permit for a public swimming area.
