Establishes that after August 1, 2014, new radiation therapy facilities may only be constructed by entities controlled by or under common control with a licensed hospital and must be located at least seven miles from existing radiation therapy facilities.

Implements a moratorium on radiation therapy facility construction in 14 specified counties (Hennepin, Ramsey, Dakota, Washington, Anoka, Carver, Scott, St. Louis, Sherburne, Benton, Stearns, Chisago, Isanti, and Wright) with exceptions for relocations within one mile of existing facilities.

Requires referring physicians to provide patients needing radiation therapy with a list of all facilities in the 14 specified counties and mandates disclosure of any financial interests physicians have in radiation therapy facilities.

Exempts relocations or reconstructions of existing facilities from new requirements if they remain under the same ownership, occur within one mile, and are completed within 12 months.

Directs the Commissioner of Health to study existing radiation therapy treatment capacity, current and projected service needs based on population and cancer cases, and whether current facilities can meet projected needs within ten years, with results due by March 15, 2013.
