Requires dental laboratories to register with the Board of Dentistry beginning January 1, 2012, and establishes registration requirements including OSHA/CDC compliance verification and certification standards (NBC, ISO, DAMAS, or employment of certified dental technicians).

Mandates registered dental laboratories obtain a valid work order from a licensed dentist before performing dental laboratory work and prohibits dentists from using unregistered laboratories for work performed outside their office.

Requires dental laboratories to disclose to dentists the country of origin where work was performed, the complete material content of dental prostheses, and the registration numbers of any subcontracting laboratories.

Establishes continuing education requirements of eight hours biennially for all dental technicians employed by or contracted with registered laboratories, covering laboratory techniques, infection control, and patient safety.

Sets registration fees at $300 for initial registration and biennial renewal, with fees deposited in the state government special revenue fund to support implementation.
