Requires the commission to establish grant application guidelines consistent with federal law, include cost-benefit analysis criteria, and mandate grantees use research-based outcome measures for evaluation and public reporting.

Modifies eligible uses of grant funds to include training and evaluation costs, increases administrative expense cap from five to seven percent, and removes language allowing grant funds to supplement postservice benefits.

Changes commission reporting requirement from semiannual to annual interim reports to the legislature and repeals three subdivisions of Minnesota Statutes 124D.38.
