Amends Minnesota Statutes section 604A.12 to expand the definition of "inherent risks of livestock activities" to include charging by livestock in addition to existing behaviors like kicking, biting, and bucking.

Adds livestock grazing on state property pursuant to an agreement with the commissioner of natural resources as a covered "livestock activity," even if performed for profit.

Creates new subdivision 3a providing immunity from liability for persons or entities grazing livestock on state lands under a commissioner agreement, except when they fail to exercise reasonable care or violate agreement conditions that contribute to damage or injury.

Requires the commissioner of natural resources to post plainly visible warning signs at prominent locations on state property used for livestock grazing, detailing inherent risks and liability limitations.

Effective the day following final enactment and applies to causes of action arising on or after that date, with the commissioner required to post required notices within 60 days.
