Authorizes issuance of up to $20,000,000 in appropriation bonds with proceeds credited to a special account for paying service providers who meet contract performance conditions.

Requires positive return on investment before payment, calculated based on increased state tax revenue and costs avoided by the state from providing services.

Mandates annual reporting to governor and legislature by January 15 describing service selection criteria, net benefits, return on investment, and bond issuance timing and costs.
