Changes the effective date for new high school graduation credit requirements from the 2004-2005 school year to the 2011-2012 school year.

Modifies science credit requirements to allow students to satisfy one required science credit through chemistry, physics, or a career and technical education course that meets underlying standards for those subjects or biology, with district approval for combinations of standards.

Clarifies that agriculture science courses and career and technical education courses may fulfill science, mathematics, or arts credit requirements as alternatives to (rather than in addition to) the specified credits in those subject areas.

Requires the commissioner of education to embed technology and information literacy standards into state academic standards and implement periodic review cycles for all core subject areas, with specific review timelines beginning in 2015-2016 for mathematics through 2019-2020 for social studies.
