Establishes licensing and inspection requirements for commercial dog and cat breeders in Minnesota, defined as those with 10+ adult intact animals or producing more than 5 litters annually.

Requires commercial breeders to obtain annual licenses from the Minnesota Board of Animal Health beginning July 1, 2012, with initial prelicense inspections and unannounced annual inspections thereafter.

Sets mandatory standards of care including prohibition on outdoor confinement for cats, daily enrichment and socialization, minimum 8-week age before sale, written veterinary care plans, and adequate staffing.

Establishes enforcement mechanisms including correction orders, administrative penalties up to $5,000 per violation, license suspension/revocation, and criminal misdemeanor penalties for violations and unlicensed operation.

Creates a dog and cat breeders licensing account funded by license fees and penalties to support the Board of Animal Health's administration of the licensing and inspection program.
