Removes requirement that disability parking certificates displayed on dashboard must be on the driver's side, allowing placement anywhere on dashboard if rearview mirror is unavailable or holder's disability prevents mirror placement.

Establishes 90-day grace period for expired disability permits or certificates; violators cannot be convicted if they produce valid documentation and prove entitlement at time of citation, provided expired permit was not more than 90 days old.

Requires surrendered expired permits or certificates to show ownership by the same person who displayed the expired permit at time of violation.

Applies enforcement provisions to registered vehicle owners in addition to permit holders.
