Requires the Department of Corrections to post information about release hearings for inmates sentenced to life imprisonment for murdering a peace officer or correctional facility guard on its website at least 30 days before the hearing.

Allows members of the public to submit written statements at release review hearings while preserving existing rights of victims, families, inmates, and criminal justice community members.

Modifies harassment restraining order provisions to clarify that courts may issue orders providing one or both remedies: ordering cessation of harassment and/or ordering no contact with another person.

Extends potential restraining order duration to up to 50 years for respondents with two or more prior orders or two or more prior violations, compared to a maximum of two years in other cases.

Adds provisions allowing prosecution of restraining order violations in multiple counties and at locations where calls are made or received, including electronic communications and the victim's address confidentiality program address.
