Commissioner of Human Services must issue a request for proposals for an integrated online eligibility and application portal covering food support, cash assistance, child care, and health care programs

System must streamline eligibility determination and case processing statewide and enable applicants to determine eligibility and apply online with only relevant questions for their selected programs

Contractor must leverage technology already operational in similar state environments and provide both Web-based applicant and worker application processing support with expansion capability

Commissioner must enter into contract based on RFP responses by October 1, 2011, with performance-based vendor financing requiring the vendor to share project risk

Effective date is the day following final enactment
