Allows property to be concurrently detached from one municipality and annexed to an abutting municipality through petition by property owners and resolution of at least one municipality, in addition to the existing method requiring resolutions from both municipalities.

Permits the chief administrative law judge to order detachment and annexation when both municipalities have submitted resolutions that are in order.

Enables property owners to initiate proceedings by submitting a petition signed by all affected property owners and a resolution from the city council of at least one affected municipality (rather than requiring resolutions from each municipality).

Requires the chief administrative law judge to conduct hearings and consider factors in Minnesota Statutes section 414.02, subdivision 3, when deciding property owner-initiated petitions.

Orders the proposed action only upon finding that it will be in the best interests of the municipalities and property owner, with written explanation of factors supporting the decision.
