Establishes a four-year pilot project allowing groups of three or more school districts to form joint partnerships for delivering innovative education programs and sharing resources.

Requires participating school districts to submit formally adopted school board agreements and binding four-year plans describing educational objectives, budget arrangements, administrative structures, and evaluation processes to the commissioner of education.

Commissioner of education may select up to six applicant partnerships from throughout the state to participate in the pilot project, and may allow member districts to operate as charter schools under Minnesota Statutes, section 124D.10.

Commissioner must gather and evaluate data on the measurable success of joint partnerships and submit a report to the education policy and finance committees of the legislature by February 1, 2016, with recommendations on whether to continue or expand the pilot project.

Pilot project applies to the 2011-2012 through 2014-2015 school years and is effective the day following final enactment.
