Establishes the Minnesota School of Science, Technology, Engineering, and Mathematics as a public residential high school governed by a 15-member board with representatives from the legislature, governor, universities, and industry organizations.

Provides an interdisciplinary academic program for up to 300 11th and 12th grade students with demonstrated talent in STEM fields, plus intensive seminars, summer institutes, and regional mentor programs for grades 9-12.

Requires the board to enroll students on an equal basis from each congressional district and grants the board authority to charge fees for transportation, room and board, and other services.

Empowers the board to employ a director, coordinator of resource programs, up to six department chairs, and other necessary staff as state employees in the executive branch.

Exempts the school from certain state regulations regarding pupil dismissal procedures, facility procurement rules, and public school fee requirements while allowing public postsecondary institutions to provide space at no cost or reasonable cost.
