Permits licensed insurance producers, risk management service vendors, and federally or state-chartered banks and credit unions to register with the Commissioner of Commerce as administrators of unified personal health premium accounts.

Requires administrators to register with a $250 initial fee and $50 for each three-year renewal, and to maintain written agreements specifying services, costs, and payment methods.

Establishes trust accounts that accept contributions from individuals, employers, family members, charitable organizations, and other sources for payment of health insurance premiums, with tax-preferred contributions maintained in separate accounts.

Requires administrators to maintain records of all transactions, disclose payments received from insurers or other entities, identify applicable tax subsidies and credits, and ensure employer contributions remain available to account holders after employment ends.

Repeals Minnesota Statutes 2010, section 62L.12, subdivisions 3 and 4, and takes effect the day following final enactment.
