Vehicle owners may add a $2 voluntary donation to license plate fees for public information and education on anatomical gifts.

Driver's license, identification card, instruction permit, and provisional license applicants may add a $2 voluntary donation to their application fees for the same purpose.

Creates an anatomical gift account in the special revenue fund to collect donations from vehicle registration and driver's license fees.

Directs the commissioner to award grants to certified Minnesota organ procurement organizations or 501(c)(3) charitable entities dedicated to organ, tissue, and eye donation advocacy.

Requires the commissioner of public safety to report to legislative committees on account receipts and expenditures by February 1, 2013; effective January 1, 2012.
