Increases compulsory school attendance age from 16 to 18 years old, or until a child successfully completes high school graduation requirements, whichever comes first, effective for the 2013-2014 school year

Modifies reporting requirements for persons providing instruction to children, changing the age range from "between seven and 16" to align with the new compulsory attendance age

Updates the definition of "habitual truant" to apply to children under 18 years old instead of under 16, maintaining the threshold of seven unexcused school days of absence per school year

Eliminates the ability for students aged 16-17 to legally withdraw from school under section 120A.22, subdivision 8, by repealing that subdivision

Allows school districts to terminate enrollment of nonresident students over age 18 for excessive unexcused absences on 15 school days
