Requires teacher preparation programs to include a performance-based assessment measuring candidates in at least three areas: planning instruction and assessment, developing student understanding of academic content, and using assessment analysis to inform instruction.

Establishes an alternative teacher preparation program allowing school districts and charter schools to partner with colleges, universities, or nonprofit corporations to prepare teachers through a two-year limited-term license pathway.

Alternative teacher preparation program requires candidates to have a bachelor's degree with minimum 3.0 GPA, pass skills examinations in reading/writing/mathematics, and complete a minimum 200-hour instructional phase before classroom responsibilities.

Specifies that alternative programs must include research-based instruction, peer coaching, classroom-embedded staff development, and mentorship to support teacher candidates in meeting Minnesota State Standards of Effective Practice for Teachers.

Board of Teaching must evaluate teacher candidates using state standards and issue standard entrance licenses to those who successfully complete the program and are recommended for licensure by a local site team.
