Requires superintendents to annually evaluate all school principals using a performance-based system beginning in the 2013-2014 school year.

Principal evaluations must include formative and summative components, on-the-job observations, surveys, and longitudinal student academic growth data linked to district achievement goals.

Evaluations must align with principals' job descriptions, district plans, and professional growth goals while supporting instructional leadership, organizational management, and teacher development.

Directs the Commissioner of Education and Minnesota principal associations to convene experts and stakeholders (principals, superintendents, teachers, board members, parents) to develop a performance-based evaluation system model by February 1, 2012.

The expert group must consider how principals develop high standards, rigorous curriculum, quality instruction, learning culture, community connections, accountability, and leadership behaviors that improve school performance.
