Removes the requirement that school districts set aside at least $3 per adjusted marginal cost pupil unit of safe schools levy proceeds for licensed school counselors, nurses, social workers, psychologists, and chemical dependency counselors.

Eliminates the requirement for school districts to annually certify that their total spending on school personnel services is maintained at previous year levels or that full-time equivalent staffing levels are not reduced.

Returns financial decision-making authority to school districts regarding allocation of safe schools levy funds among authorized purposes including school safety, crime prevention, drug abuse prevention, and mental health services.

Maintains the $30 per adjusted marginal cost pupil unit maximum levy amount and all six authorized uses of safe schools levy funds.
