Changes "department" to "commissioner" as the entity responsible for reviewing and approving online learning providers on a cyclical basis

Requires online providers to demonstrate that courses are rigorous, aligned with state academic standards, and contribute to students' grade progression sufficient to satisfy state high school graduation requirements

Establishes that approved providers remain eligible for payment unless they change course content, fail to meet state standards, or have a course successfully challenged by a district or the department

Authorizes the commissioner to establish and electronically publish a process for withdrawing and recertifying provider certifications

Allows the department to charge up to $250 for certifying providers or $50 per course for reviewing enrollment district challenges; requires only one initial approval for providers contracting with multiple school districts
