Requires all participating coaches and officials to complete initial online concussion training and refresh training at least every three calendar years using the CDC's Concussion in Youth Sports program.

Mandates coaches and officials remove youth athletes (through age 18) from activity immediately upon signs, symptoms, or suspicion of concussion, with return to play only after medical clearance from a trained provider.

Applies similar concussion awareness and management requirements to school-sponsored athletic programs, requiring sports governing bodies to provide training and information, with training refreshed at least every three school years.

Permits high school athletic leagues to adopt concussion policies exceeding state requirements and provides liability protection for schools, organizations, and their officials for concussion-related decisions.
