Removes the word "proposed" from the definition of health coverage mandates to include both proposed and currently existing mandates in Minnesota statute or rule.

Changes the trigger for mandatory evaluation from "may request" to "must request" when a standing legislative committee chair identifies a mandated health benefit included in or offered as an amendment to a bill.

Requires the Commissioner of Commerce to evaluate all existing state mandated health benefits that fall outside the scope of federally defined essential health benefits following promulgation of federal regulations.

Reduces the reporting deadline for evaluations of new mandated health benefits from 180 days to 30 days after request, while setting a 180-day deadline for evaluations of existing mandated health benefits.

Removes provisions related to prioritizing multiple evaluation requests and funding sources for evaluations.
