Amends Minnesota Statutes to authorize the Commissioner of Corrections to place inmates in private facilities in addition to state correctional facilities.

Requires the Commissioner of Administration to issue a request for proposals within 30 days and authorize one or more vendors by November 1, 2011, to operate private correctional facilities for Minnesota inmates.

Vendors must meet minimum requirements including offering per diem costs at least 5% below the state's most costly medium security facility, prioritizing hiring of displaced state corrections employees, and meeting American Correctional Association standards.

Per diem cost calculations must include all labor expenses, employee fringe benefits, contract management costs, and imputed taxes as if the facility were privately operated.

Displaced state correctional employees receive priority consideration for vacant positions within the Department of Corrections and at secure facilities operated by the Department of Human Services.
