Eliminates the separate planning year requirement for school districts and intermediate school districts, requiring them to begin developing alternative pay plans that may include teacher performance training, restructured school days, and professional development activities.

Removes the 70 percent teacher approval vote requirement for charter schools participating in alternative compensation programs.

Reduces the minimum performance-based compensation threshold from 60 percent to 50 percent of any compensation increase, with at least 25 percent based on student achievement gains and 25 percent on objective teacher evaluations.

Establishes a mandatory implementation deadline of the 2014-2015 school year for all school districts, intermediate school districts, and charter schools to have alternative pay system agreements in place.

Requires all schools with existing approved alternative compensation plans to reapply to the commissioner by June 1, 2013, to comply with the revised requirements in the amended statute.
