Kittson and Marshall counties may adopt a resolution to make county recorder and county auditor-treasurer positions appointive instead of elective, with duties performed by a department head appointed by the county board.

County board resolution requires approval by at least 80 percent of board members and must be published twice weekly for two consecutive weeks with a public comment opportunity before adoption.

Within 60 days of adoption, a petition signed by at least 10 percent of registered voters can trigger a referendum; the appointive system takes effect only if voters approve it by majority vote.

Current elected officials must complete their terms or until a vacancy occurs, whichever comes first.

After at least three years as appointive positions, offices may be reverted to elected status through a county board resolution (requiring 60 percent approval) or a voter petition and referendum.
