Modifies the definition of "demote" in the Teacher Tenure Act to mean reducing the compensation a person actually receives in a new position, rather than reducing rank or transferring to a lower branch of service.

Removes the requirement that teachers cannot be discharged for causes specified in subdivision 6, clause (3) except during the school year with charges filed at least four months before the close of the school session.

Applies the discharge provision changes effective July 1, 2011, for discharge actions commenced on or after that date.

Applies only to school districts located in a city of the first class.
