Creates requirement for commissioner to prepare general fund balance analysis after each legislative session that modifies revenues or expenditures, in consultation with Senate Finance Committee and House Ways and Means Committee chairs.

Limits general fund allotment reductions during a biennium to two percent of total general fund appropriations, with no single appropriation reduced more than ten percent, and prohibits elimination of programs.

Specifies that allotment reductions for statutory obligations can only be made proportionally to payments or to the sum of payments plus other revenue, without modifying formulas, eligibility standards, or similar criteria.

Restricts the amount of deficit that can be addressed through allotment reductions to the difference between predicted general fund balance after budget reserve reduction and the balance in the most recent fund balance analysis.

Changes terminology from "Legislative Advisory Commission" to "Legislative Commission on Planning and Fiscal Policy" and makes technical corrections to statutory language.
