Senate must have 67 members and House of Representatives must have 134 members, each electing a single member from their district, with districts numbered west to east and north to south, excluding the 11-county metropolitan area until last.

Congressional districts must total eight districts with equal representation, numbered beginning in the southeast corner and ending in the northeast corner.

Representative districts cannot be divided when forming Senate districts, and all legislative districts must have substantially equal population within one percent deviation; congressional districts must be as nearly equal in population as practicable.

Districts must be composed of contiguous territory and should be compact where consistent with other principles; counties, cities, and towns must not be unduly divided unless required for equal population or contiguity.

Redistricting plans must not dilute racial or ethnic minority voting strength under the Voting Rights Act and must preserve communities of interest; plans must use 2010 Census block population counts and file a block equivalency file before adoption, with resolution expiring June 1, 2012.
