Expands temporary and permanent harassment restraining orders to allow courts to impose any or all of four relief options: cease harassment, no contact orders, exclusion from dwelling, or exclusion from reasonable surrounding area.

Clarifies that temporary restraining orders take effect upon referee signature and may be issued without notice to the respondent if reasonable grounds exist for harassment.

Permits restraining orders lasting up to 50 years if petitioner had two or more prior orders against same respondent or respondent violated prior orders twice or more; otherwise limits orders to maximum two years.

Allows respondents to request vacating or modifying 50-year orders after five years if order has not been violated and circumstances have materially changed, with burden of proof on respondent.

Expands violations to felony offense (up to five years imprisonment or $10,000 fine) for violations against minors under age 18 by respondents more than 36 months older, or violations motivated by bias, involving dangerous weapons, or targeting judicial officers; permits prosecution in any county where violation occurred.
