Prohibits individuals seeking nomination at a primary from also being nominated by nominating petition for the same office.

Changes the filing deadline for filling vacancies in nonpartisan office nominations from one week to five days after the vacancy occurs, and allows filing via affidavit of candidacy with fee or petition in place of fee.

Permits county canvassing boards to meet and complete canvass on either the second or third day following the state primary, rather than requiring the third day.

Allows municipal and school district primaries conducted in conjunction with the state primary to have canvass completed on the second day if county auditors agree to administratively review voting statistics for accuracy.

Extends filing periods for municipal general elections held in November from 91-77 days to 98-84 days before the election, and for school district general elections from 91-77 days to 98-84 days before the election.
