Requires school boards and administrators to collaboratively establish a professional development model for school administrators that improves teaching and learning through instructional leadership, teacher evaluation, and organizational management.

Mandates superintendents to annually evaluate each school principal consistent with the professional development model, effective July 1, 2012.

Directs the Commissioner of Education and the Minnesota Associations of Secondary and Elementary School Principals to convene experts and stakeholders to develop a performance-based evaluation system model for principals by February 1, 2012.

Requires the evaluation system model to address principals' ability to establish high academic standards, rigorous curriculum, quality instruction, professional culture, community connections, accountability, and leadership behaviors that improve school performance.

Allows the expert group to consider creating a multitiered evaluation system that supports newly licensed principals while providing advanced learning opportunities for experienced leaders.
