Requires commissioner to adopt rules by January 1, 2012 mandating driver education programs include instruction on carbon monoxide poisoning, covering characteristics of carbon monoxide, risks and speed of death, and vehicle idling practices.

Adds carbon monoxide poisoning to the knowledge test required for driver's license examination, specifically testing applicants' knowledge of circumstances and dangers of carbon monoxide poisoning.

Requires the driver's manual to include a section on carbon monoxide poisoning with up-to-date lifesaving information in each edition published after August 1, 2011.

Makes technical changes to section 171.13, subdivision 1 by reorganizing examination subject requirements into numbered subsections and modernizing language (replacing "shall" with "may").

Instructs the revisor of statutes to recodify subdivisions 1b through 1l of section 171.13 as a new section 171.0705 and correct related cross-references.
