Reduces forgivable loan residency requirement from ten years to five years with additional five-year forgiveness schedule, and allows grants for local road/bridge repair to include mitigation costs for future disasters.

Authorizes Commissioner of Health to waive nursing home bed layaway timelines during evacuations from natural disasters and establishes programs for dam renovation/removal cost-share and long-term recovery assistance coordination.
