Defines "noncommercial vehicle" as a one-ton pickup truck with 15,000 pounds or less gross vehicle weight rating registered for personal use only, based on change of use, new registration, ownership transfer, or renewal.

Defines "one-ton pickup truck" as a truck with manufacturer's nominal rated carrying capacity of one ton or gross vehicle weight rating between 10,001 and 15,000 pounds.

Requires license plates for noncommercial vehicles to bear the inscription "noncommercial" unless displaying special plates authorized under the chapter.

Allows one-ton pickup trucks used for commercial purposes and subject to section 168.185 to display special plates authorized under the chapter.

Modifies vehicle registration provisions to clarify that pickup trucks and vans are included as passenger automobiles when not used for commercial purposes and not subject to commercial motor vehicle regulations.
